Good government is hard to get. Richard Painter explains why.

If there is one thing that people on both sides of America's political divide agree on, it is the need for public servants to actually serve the public by carrying out their duties in an ethical manner. Realizing this aspiration is anything other than an easy task, though. What is wrong with America's system of public service and what can be done to remedy it? Richard Painter, the George W. Bush Administration's head ethics lawyer who later led Citizens for Responsibility and Ethics in Washington, literally wrote the book on ethics: 'Getting the Government America Deserves: How Ethics Reform Can Make a Difference.'
